This study aims to test empirically the effect of policy understanding on the evaluation of government policies by the general public. Based on the 2010 Citizen Perception Survey conducted by The Knowledge Center for Public Administration and Policy, this paper examines whether the understanding of policy at the individual level affects the perception of the performance of public policy. Our regression analysis shows that negative evaluations of the performance of government policies on the part of citizens are significantly related to lower levels of policy-related knowledge and understanding. Furthermore, according to a comparative analysis of citizen groups at higher and lower levels of policy understanding, those with a higher level of understanding tend to value polices in a more positive way. In contrast, those with a lower level of understanding appear to value the polices negatively. Theses results suggest that the level of policy understanding plays a moderating role in the relations between other factors and the perception of policy performance. The results of this study imply that policy understanding on the part of the public plays an important role in successful policy implementation. Secondly, the results provide empirical support for normative arguments which have recommended paying attention to the level of policy literacy among the public.

The origin marketing policy was introduced in 1991 to increase competitiveness of our farmers and fishermen and to strengthen immunity against opening to foreign countries of local government. But irrelevant cases such as false marketing are rising steadily. It needs, therefore, a general effort in the level of local governance than government or local government-centered management；direction system. Accordingly, this study investigates how is the origin marketing implementation carried out in Jellanam-do and Yeonggkwang county focused on condition, role and relationship of local governance and suggests new directions. The findings of this study are as follows. First, a local consultation body is newly constituted and operated for making local governance solid. Various professional organizations and NGOs based on voluntary participation will have to provide ‥origin marketing operating local consultation body(a tentative name)… instead of current local government-centered governance. Second, Professionals qualified in verifying origin will be guaranteed. Third, creating shared goals and mature citizenship is important for implementing origin marketing thoroughly.

Korea develops policies and implements services for Korea``s e-government, which received first place in the 2010 & 2012 UN e-Government Survey. Our government has established the Smartwork Center in select regions, allowing long-distance commuters to work closer from their homes. Our vision is to create an environment where all people can capitalize on ICT and work without limitations of time and space. We will make sure that 30% of Korean workers will be able to work in smart working environment by 2015. The aim of this paper is to identify policy factors that would be affect the Smartwork policy. The paper analyses the conflict between MOPAS and KCC through the organization, law & regulation, application and budget. In the context of the Smartwork governance, the conflict between MOPAS and KCC should be settled by the Control Tower. This control tower function should be performed by President``s Council on National ICT Strategies.

This paper is to survey and analyze the changes of the cognition and its structure of local public servants in Chungju city and Hongcheon county about local governance taking service in 2005 and 2010. The degrees and changes of local public servants were analyzed with the latent mean analysis model; on the other hand, the relation and it``s influence degree of cognition factors were analyzed with the multiple group analysis model. The exogenous latent variables used in the analysis are as follows: 1) the personal cognitionmolding factors are understanding degree, experience, education-study, and socialization, 2) the organizational situation factors are the culture, environment, and structure of organization and the leadership of chief of an organization. The endogenous latent variables used here are effectiveness of governance system, importance of the public servant``s role, obligations, and supporting extent. As a result of the analysis, the following are proposed: 1) the elevation of understanding about the local governance through the education of local government officers, 2) the mitigation of organizational exclusiveness and rigidity, 3) the enhancement of the governing competence of a local government head.

This study was conducted for the purpose of developing vulnerability assessment indices to climate change, classifying climate change vulnerability types among municipalities of JeollaNam-do and outlining adaptive actions. The definition of vulnerability developed by the Intergovernmental Panel on Climate Change(IPCC) is utilized to create the vulnerability indicators of exposure, sensitivity and adaptive capacity. Vulnerability characteristics are divided into 4 types according to exposure, sensitivity and adaptive capacity indicators. The results show that Damyang, Gokseong, Gurye, Goheung, Boseong, Jangheung, Gangjin, Hampyeong, Yeonggwang, Jangseong, Wando and Shinan belong to Type 1. Type 1 is high exposure index, low sensitivity and adaptive capacity indices. The Type 2 areas of Mokpo, Yeosu and Suncheon are the areas where exposure index is low, sensitivity and adaptive capacity indices are high. Type 3 includes areas such as Muan and Jindo where high exposure and sensitivity indices and low adaptive capacity index. And Naju, Gwangyang, Hwasun, Haenam and Yeongam belong to Type 4. Type 4 indicates the areas that are high exposure, sensitivity and adaptive capacity indices. The type analysis could be used as useful tools in setting adaptation policies and other policies in municipalities. Finally, this study proposes propulsive strategies to enhance the adaptive abilities for climate change according to exposure, sensitivity and adaptive capacity indices.

The concept of social capital that concludes trust, involvement, network, communication, and norm has been attracted in various areas. The reason why the social capital is popular is that it``s explanation and prescription is extensive. But social capital is an individual investment among social relations which induces result and enables to create collective behavior to make benefits more than one behavior. While an individual return of investment can bring about positive result to that participant, it can cause negative impact on society as a whole. In case of Gaunxi in China, Antioque in Columbia, and Italian party, we can observe that social capital accumulated in society has made further democracy failed. As seen from above, social capital has two sides of good and bad at the same time. Whether social capital is good or bad depends on its role in social context. Therefore, if social resources are distributed plentifully, it can control negative externality. But it is impossible to cut off antisocial aspect of social capital or to terminate completely its deprived negative externality. Because antisocial is embedded in its origin. Accordingly, it needs to set forth as premise that social capital not only includes good sides, but also involves bad sides basically at the same time.
